The Learner Registration Service
The Learner Registration Service's (LRS) role in summer 2009 is to support centres and consortia by providing a unique learner number for each learner undertaking a Diploma
The LRS is an internet-based service which enables education providers to generate a Unique Learner Number (ULN) for Learners in UK education and training. Most pupils in English state schools will have been preallocated a ULN based upon the details of the pupil supplied in the 2008 census returns. Where a ULN has not been communicated to the schools, it will be necessary for the school to use the LRS to search for a ULN or create a new one as appropriate. The ULN is required to set up a learner account on DAS. Further Education colleges mostly have direct connections from their MIS systems to retrieve and create ULNs as appropriate. Where they have not yet implemented an interface to LRS they can use the MIAP portal to retrieve or generate one.
The LRS will:
- Issue a unique learner number to centres for each learner (not just for the Diploma but also where the centre needs it for other purposes such as the completion of this year's Census or where it is needed to produce ILR returns for LSC reporting purposes)
- Work with centres, QCA and CABs to validate the ULN against records held on DAS and awarding body systems, so that it can be used by CABs with confidence to post component results for learners onto DAS. For Learners planning to claim the Diploma this year LRS will run additional specific validations to ensure that these Learners have only one ULN and that is it is confirmed to the centres, DABs and CABs
- LRS will notify QCA of any Learners planning to claim the Diploma this year if and when any such Learner's ULNs have been merged or unmerged in the course of the data cleansing work currently being carried out.
